I'm guessing that there was something wrong with the lower ad or it fell within the exception guidelines

That is my theory too. I could see 1 department manager or store manager refusing to match, but i doubt three managers would all fail to match the price if it fell within the guidelines. Especially considering that one of the stores was willing to match a price that was $200 more.
