Return to Draft, Trade, Keeper and Waivers Questions

My waiver priority is 3/10 in a somewhat non-competitive league (see sig). Liriano and Corey Hart were both recently dropped to waivers; I'm assuming I should pick up at least Liriano, but who should I drop for him? Is Hart worth picking up?
