Alexei was just dropped by the guy with the #2 waiver priority. So essentially there is only 1 guy who can claim him above me. Should I put in for him, and who should I cut?

I would. I'd probably drop Ray, even though I think he probably wins back the closer role at some point. You could also make a case for Downs (although he's pitching well now, and Ryan's shaky) and Franklin (probably the weakest pitcher in the bunch, but he does have the closer role as of now).
