Miller, hes got a great offense, he will go down in the depth chart which means facing easier opposition pitchers and hes learning from Clemens.

just to play devil's advocate, take a look at Perez's splits from last season, and think about what kind of production you would get from him if you only started him at Chavez Ravine (in daily transaction leagues, of course). Miller is far less consistent.
but overall, yes, Miller is better.
