File Resizing Trouble

So, I'm trying to resize my contest sig for cafe specs, and the lowest i can get the size to is 29.7 kb (at 0 quality). Any ideas on why this is going on? and on how to fix it?

you saved it as a .png try saving your sigs as .jpg.

i realized that at first, but the 29.7 is when i take the psd and try saving it as a jpeg. as a .png it was 30 something.

could it be because i'm using ps elements?

i have no idea since i never used elements but i had absolutely zero problem resizing it.
