How a bout we let the guy just pitch from the windup regardless of whether or not he has guys on base?

It is quite obvious that his main issue is that he can't pitch with runners on. I know guys would steal two bases every time he let somebody on, but who cares when he walks guys, let's up homers when folks are on anyway?
