If I am playing another team and his pitchers total are making 10 starts (5 sp, 2 starts each) and my pitchers will make 8 starts for the week, am I at a disadvantage??? Should I only use 1 closer and substitute my other one for sp/reliever such as Rowland-Smith who will make a start, to make it 10-9??? Any help is appreciated.

I'd stand pat, unless he has a really good staff. To many starts can be a bad thing if they don't do well.

Yeah, bringing up marginal starters just to have more of them can be very harmful to the ERA and WHIP, even if you get more strikeouts.
