I would say Galarraga has the most upside of them all. Good K:BB, decent groundball rate, and he has looked sharp recently. Parra and Sanchez are good strikeout pitchers but probably a year away from putting it together. I'm avoiding Mcgowan, and I don't know alot about Petit, he was a solid in relief last year though.
Jonathan Sanchez - should do much better in ERA/WHIP categories which were inflated by a pair of unlucky games, and continue a strikeout per inning. Definitely buy in while you can.
Manny Parra - I think less of his WHIP, but he can get the strikeouts and is a good young talent for the back end of a fantasy rotation.
Armando Galarraga - Lucky Ducky last year who doesn't miss bats; in the better hitting league so I wouldn't buy in.
Dustin McGowan - good talent but he probably wont' do much this year b/c of injury
Yusmeiro Petit - Not in rotation, but he could be called in if Scherzer is hurt; decent but not great.

I'm torn between Sanchez and Parra in terms of who I like the most. I really don't have much interest in any of the others. Sanchez should post better K numbers but I believe is less likely to improve his control then Parra. That may come off as a "gut" statement, but isn't, I think Parra is more likely to improve his control due to his solid control he posted in his last stint in the high minors. I love Sanchez home ballpark though, so once again, I'm torn between both. Thankfully for me, they BOTH round out my most important fantasy rotation. Hope that helped to some degree.
1.) Parra- Solid young pitcher, will strike people out, periphial numbers are good 2.) Sanchez -major upside, lots of k's, however high ERA and bad team=proceed with caution 3.)Galarraga-Tough call between him and Sanchez, less strikeouts but lower ERA
All three are viable options to insert into your starting staff.
