It's safe bet versus great potential. Felix has a ton of potential as well and we're all waiting for the huge season we know he can be capable of. The thing is we've been waiting for a few years now and you have to start to wonder maybe that huge year isn't as close as we may have thought. He has been improving each year, but not to the level we have been expecting.
Liriano has a ton of potential and can be great this year if he can make the adjustment back. I feel he has more potential in the shortcomings than does Felix and he may also have some motivation in him to prove he can come back to his '06 form.
Both pitchers will be great someday, but for '09 I'm going with Liriano. I just feel he has more potential to break out in 2009 than does Felix. But I don't think you can go wrong either way.

liriano has shown he can dominate when healthy. look at his 2006 and his stretch late last year, ridiculous.
Thats the big question. Do you trust the work Dr Andrews has done? In the case of him being healthy, yes I would, but its just that Im very skeptical about him and the restriction of his slider... I like the guy very much and hate Sabean even more everytime when i look at Lirianos stats. Thanks!

Felix is only 23. He seems to have been around forever, but he's still strung together three full seasons which were more than decent performance for a pitcher his talent level and age. Felix had taken a step back with his control last year because he threw much more of his fastball than his slider and so, harnessing control of that fastball might have been a work in progress. Whatever the case, if he throws that slider a bit more often, he won't get himself into as many jams as possible.
For me, it's still Felix. Both Felix and Liriano are no strangers to control problems, but I'd still go with Felix. Liriano's upside, to some, may seem limitless, but I doubt he'll ever be as lights-out as 2006. They both have excellent arsenals, though the edge still goes to Felix because of the track record of nearly going or at 200 innings and no sacrifice of upside.
Had a chance to take both in my latest draft, they were next two P's on my list...and I went Liriano. Just think he's going to dominate this year, as in 200+ K's, 15-17 wins, etc. I just don't feel like Felix has that kind of upside.

It also depends on the rest of your SP. Do you feel confident in the consistency of your other starters, or are most of your starters just great potential? If you have a team that is mostly potential, your probably not going to go deep into the playoffs.

My fault....im getitng my self confused with potential/injury possibilites. Let me rephrase myself as i meant does the rest of your SP have injury issues? If i did take Liriano as one of my top pitchers, id make damn sure that every other pitcher i took hasnt had a whiff of any injury in his recent year or two...besdies the fact that all pitchers are injury prone anyways.
