AL only league, limited number of transactions allowed.

I am looking to get more depth at SP, these two are left on the FA list. Penny is an injury risk, plus he has Clay waiting in the wings. Petitte's era was 5 last year and he wasn't hurt. Yuck either way.

Which would you rather have to use as a spot starter when the matchup is good? I think Pettitte is the safer choice, seems like his 'owned' percentage is higher right now, but if healthy, would Penny have more upside?
