If Bay would bat in the 3-hole in front of Big Papi I would raise him to number one here, but last I read he is in the 5- hole.
Kemp has a lot of potential, but will have to show continued improvement with a big year in 2009.

I actually like Bay a tick ahead of Markakis this year so I would go:

Markakis only because he's younger and still improving. Read that he's adding SBs to his arsenal this year...he was successful over 90% last year but will attempt more this year. I like Kemp 2nd for the same reason - younger and growth potential. Bay is too injury prone for my liking.
Think of September when making trades.

Depends on your league settings and team needs.
Markakis just edges Kemp for first because he will add power + speed + RBI and has proven it in the past.
Kemp will add everything Markakis will but more speed, possibily for more power, only he hasnt proven himself like Markakis has.
Bay last because he adds the least demensions to your team.
I believe Kemp will be the best of the 3 in years to come, but looking at the 2009 season Markakis just edges him for top spot.
