5th pick round 5? Philips I drafted in round 4 or 5 in most drafts I do. He will put up a better ba but slightly less steals same power and RBI production.
It depends on what other 2b are on the board still (otherplayers on the board) and what you've drafted/kept so far.
I think that is a little high.

OK, we keep up to five players and then there is an "expansion draft" for those that didnt keep 5. Well, after SEVERAL trades and swapping picks, I have ended up with 3 picks in the expansion draft (which equal the #52, 56, 58 players overall). I have already kept Howard, Hamilton, Soriano, and Kemp.
I'm in a 12 team, H2H league, with the following cats: R/HR/RBI/SB/TB/AVG/OPS for batters and W/SV/K/ERA/WHIP/Kper9/TB
We start: C-1B-2B-3B-SS-OF-OF-OF-UTL-UTL SP-SP-RP-RP-P-P-P-P (40 IP min each week) 5 BENCH SPOTS
With whose in the expansion draft and what they have, Alexei WILL be taken at #55 if I dont take him at #52. However, everyone who picks before I do again already has a 2B, so really I could easily end up with |Roberts and Alexei for me infield, with my keepers, Ill be stacked on offense. At that point, draft order really doesnt matter right?
If I could some how come out of the expansion draft, heading into the regular draft with Alexei, Roberts, and say Chris Davis for 3B, I think that would be amazing.

I don't think that's high at all. It just depends on the other value players on the board. It is tough to nab a good 3B, SS and 2B. Alexei has significant upside and position flexibility.
