He won't be on the DL for Fantasy purposes till the Angels put him on the DL. Since this injury may be just a issue of inflammation and rest may be the best recipe, there is a chance the Angels wait to the last minute and not put him on the DL till April 9th/10th when they need a 5th starter. Pretty much just push back his start till the 5th starter position and if he's not ready just retroactive his DL stint to the first game of the year.
So the answer is anywhere from NOW (unlikely) to April 10th (unlikely). My guess would be they need to re-examine and monitor him to see how he progresses. If there is a need for surgery then they would DL him at the start of the season.

Recommendation: There is no structural damage in Lackey's elbow, but he's been feeling discomfort since last Sunday. The Angels have yet to set a specific date for his return; but Lackey will definitely open the season on the disabled list so fantasy owners should plan accordingly.

The Angels are "encouraged" by the latest MRI results on John Lackey's right elbow and expect their ace to be on the mound for them by the end of April or early May, general manager Tony Reagins said Monday.
Reagins told ESPN The Magazine's Buster Olney that Lackey's injury isn't as significant as the injury he had last year that also caused him to miss the start of the season. He pitched his first game May 14 of last season and ended up throwing 163 1/3 innings.
"We're encouraged by this," Reagins said. The GM said the team is working to get the inflammation out of Lackey's elbow now.

Lackey is one of three Los Angeles starters who will not be ready to open the season with the team. Right-hander Ervin Santana (elbow) and Kelvim Escobar (shoulder) also are sidelined.

Same here...Hoffman to the DL helped clear one...now with Lackey out and Price in the minors, I need another roster spot to make a pickup.
