Depends on what you need. Dependability? Garza. Upside? Kershaw.
5th starter is usually the time for me to take risks, so I'd go Kershaw here. Garza will be very solid, but I don't think he has much more upside. Some would vehemently disagree, but I'm thinking we see more of the same from him for years to come.

I would take Kershaw. Spring Training doesn't mean a whole lot but he has thrown very well.
