I am in a CBS points league where a walk is as good as a hit literally 1 point for a single 1 for a walk. Also this makes walks worth the same as a RBI or Run with this type of league.....
A) Does a players BA matter at all?
B) How important is a players On Base %
C) Do you look at Walks like a sperate cat? = to rbi/runs
D) How far down do guys who dont walk fall on your ranking list? example Carlos Lee never walks

A.) Nope
B.) The rate itself isn't as important as it would be in a league with an OBP category.
C.) You don't look at it as a category. There are no categories in points leagues, just ways to sore points and ultimately you want whoever will exploit the scoring format best.
D.) Not drastically. At most, consider a tiebreaker between otherwise similar players. If a player hits for an empty batting average and doesn't take walks (think Kendrick/Polanco types), you would want to knock them down on your list.
