I like the idea of moving up and getting a premium player, but I don't know if it's worth the package of picks I'd relinquish. I've never traded draft picks before, so any advice would be appreciated and WHIR.

I, too, like the idea of getting the premium player in a deal (my post linked below is essential the same concern), but I feel there is a big difference when dealing with the certainty of a players for players deal and a picks for picks. As the above poster pointed out, in terms of total value, you could be giving up way too much. And, what's not to say that a high upside pick won't reach the potential of that premium pick? Maybe you can give up something less than your 90s pick and it would make sense, but for now, stay away.
I would consider it as I think I'd get a significant boost with the higher pick... but its not an obviously good move and looks like a trade just to make a trade. I wouldnt normally make such a move as I usually only make deals to fill team needs. There is no clear need in this case.
