Looking for a loose number for a 9 player pitching roster. I just don't want people to have 7 starters sitting there all season and subsequently winning Ks & Ws etc.
Is 1600 max innings a good number?

Probably too much.
We have 27 man rosters with 9 active pitchers. We have a 1,500 inning max.

How many teams in the league? That would make a big difference. Is it 5x5? Do you count Holds or anything?

Assuming it's 5x5 and 12 teams, 1600 sounds pretty good to me. I run a 12 team 7x7 roto league that counts Holds and the limit is 1700.
