Seaton and Lyles both seem to be fairly projectable nice H.S. arms out of the 4 you listed. Seaton has a good frame, command, and stuff. Low 90's FB, good slider, and a usable change up. I'd prolly prefer him to Lyles due to his maturity and more consistent pitches.
As far as the D'backs, I'd actually prefer a kid named Trevor Harden. Really nice low 90's FB with sink and a very nice slider to go with it. Has a strong frame and a clean delivery, not to mention great debut last year. A bit younger as he went to JC but he's a guy who I think could take off.
