There's a leap year every 4 years.
But, since the earth's orbit isn't actually exactly 365.25 days, every century (100AD, 200AD, etc.) you skip the leap year.
But, since that doesn't exactly get the correction right, either, every 1,000 years you skip the skipping of the leap year.
Hence, Leap Day 2000 was a once-in-a-millenium event.
