For this season, go with Milledge. I think your OF looks fine though. Cruz should make a great #5, and if Either get regular playing time he will too. Don't under estimate Ibanez. This is a guy who knocked in 100 RBI's on a team with no offense what so ever. He's gonna be a machine in Philly.

Ibanez is getting overrated because he's in Philly now. He will be hitting farther down in the lineup. Burrell had 86 rbis, and was 69th in runners on base, (383). Burrell is a better hitter then Ibanez. Ibanez was 7th in runners on base, with 484, even more then Howard, 101 more then Burrell. I expect about a 20/80 line.

For what you are looking for (a #2 bench OF) I would take Upton. I think he has a better chance (granted it is a small chance) of turning into a fantasy stud this year than Milledge. Milledge may have a better chance of turning into a average fantasy player this year but I don't think that is what you are looking for.
