8th pick 10 team league

I have the 8th pick in 10 team keeper league: We start:

9sp

My question is should i target Hamilton with my 8th pick and then hope Kinsler falls to me in the early 2nd?

IMO the 8th pick is the easiest this year. You take whichever of Cabrera, Sizemore or Braun is still there at 8.

Take the best available. In a shallow league like this, you can make a lot of moves to improve your team.
