I'm not sure how this idea would work out, but it would need to be adopted after this season anyway.
Say, in addition to losing your draft round, you make the minor league draft based directly off of your keepers. Say for each person you keep after the 2nd or 3rd round, you sacrifice a minor league draft round. This would guarentee that those who want to hold onto a successful team leave the younger and promising prospects to the teams who finished lower in the rankings, giving them a chance to build back up with youth. Not sure how much sense this would make, but I feel like it would a certain sense of strategy to your 'weaker' keepers - Are they worth sacrificing the farm for another good year? People can feel free to shoot this down or modify as you please - Surely we have some time to discuss.
