Anderson
Anderson will be great but not for two to three years. That is why he is ranked last. Feliz has the most upside. He throws gas, and has great off-speed pitches. He also has great control.
I would snag him first

Pick Rasmus. This guy is an another level IMO. There are guys who make the game look easy and he is one. I have seen numerous clips of this guys skills, you can tell he is going to be special.

Feliz Again I have seen numerous clips of the way this guy throws. How can someone throw 100 MPH and make it look effortless, well he can.

Of course if you were looking for someone to make some waves this season, LaPorta or Cahill would be the most likely to have a successful 2nd half of the season (we might see Laporta sooner than that)
