I don't see even the best catchers in the league comparing with the best players available at picks at the 2-3 threshold of the draft, so perhaps take the best available players and trade later for catching.

I realize you did not ask us to comment on your league setup but why would you play in a league that requires 20 starting C's when there are only 14 starting AL C's?
I agree with the others that it would not be wise to draft 2 C's early because while you would be talent wise ahead in 2 of the positions you would be talent wise behind in all the others except for 3B. You would basically be drafting players 2 rounds later than everyone else. I don't think the advantage you gain in the C spot will make up for what you lose in all the other positions.

I just did the math using STDEV and a form of VORP, Mauer would be about the 6th most valuable player. After that the drop offs bigger so it's not worth it to take 2 catchers but DEFINEATLY draft Mauer. Like I said SIXTH most valuable player in your settings, (this is using Chone, Marcels, Cairo projections combined)
