Cap Room for 29 Player Slow Auction Draft

Currently the Cap is at the normal $260, but with 29 players should I raise that cap number because the amount of players?

Probably. But an auction is all about managing your money. If you can scale down what you would normally pay for players on a 23 man roster, you can set the roster size at whatever you want. It would just be unusual to have 29 players with a $260 cap.
