Lineup changes are daily and transactions are processed weekly.
All teams must take the name of a former professional baseball team that does not exist anymore or no longer uses that name. Minor league names are not acceptable, but names from other professional leagues such as the Federal or Negro leagues are ok. You must make your Display Name in your board profile match your team name.

INITIAL PLAYER SELECTION
Teams will select 20 players each in a general draft to start off the league. The draft will be a serpentine draft and the draft order will be randomized using an online draft randomizer. Minor League eligible players (see minor league information below) are NOT eligible for this draft and will be drafted in a separate draft.
INITIAL PLAYER SALARIES
All players selected in the general draft at the outset of the league will use the players real life salary from last season (2008) scaled down using the following table:
$0 - $999,999 = $1

$4,000,000 - $7,999,999 = $3
$8,000,000 - $10,999,999 = $4
$11,000,000 - $14,999,999 = $5

INITIAL PLAYER CONTRACTS
You may sign players from the general draft to the following contracts:
5 years - 3
4 years - 4
3 years - 5
2 years or less - unlimited
Salary Cap for 2009 will be $70. Salary cap is subject to adjustment by the commish in the offseason only.
Following the general draft at the outset of the league you will be able to bid on any undrafted players. Free agency signings will be processed once per week with all other transactions. To bid on a free agent go to the transactions section of the board and create a post with the player's name as the subject and your bid (in whole dollars) in the body of the post. Your bid must last 24 hours from the time of your post without being outbid in order to win the player. In order to outbid someone on an existing player simply reply to their post with a higher bid. Once the player in won with a 24hr bid the winning team must reply with the number of year contract they wish to award (1-5yrs).
MINOR LEAGUE FREE AGENTS
Players with Minor League eligibility are not eligible to be bid on at any time...they are only available in minor league drafts. However, if a player comes up and it is clear that that player is not going back down the commish reserves the right to declare that player eligible for bidding in order to keep a producing player from sitting on the sidelines for a huge portion of the season. In order for the commish to use this power he must notify the entire league 3 days prior to opening up the bidding on said player.
FREE AGENT LUXURY TAX
Any winning bid of $8 or $9 on a single player will be taxed in the form of a cap hit $1 for the first year of the contract. Any winning bid of $10 or more on a single player will be taxed $2 for the first year of the contract.
FREE AGENT DEADLINE
No one may bid on free agents after the final week of the regular season. There will be no free agency during the playoffs. Free agency will resume at a point during the offseason determined by the commish and following 3 days notice by the commish.
When a player's initial contract runs out that player is a restricted free agent. Each team will be allowed to re-sign up to five of their own free agents each season before they hit the open market. The players can be re-signed for the greater of either the same dollar amount as their previous contract or the value of the player based on the player's actual ranking on Yahoo! using the following table:
1-10 = $6
11-50 = $5
51-100 = $4
101-150 = $3
151-200 = $2
201 + = $1
No player may be resigned for less money than they were payed the previous season.
Teams may clear a roster spot by placing a player from their team on waivers. While the player is on waivers his team must continue to play him from their salary cap. While on waivers that player may be claimed by any other team on a first come / first served basis. If the player is claimed by another team the responsibility for his salary/contract is assumed by his new team and the old team gets to take his salary off of their cap. The players original team can reclaim the player at any time prior to another team claiming him if they wish. Players with multi-year contracts remain on waivers until their contracts expire.
No one may make any wiaver moves after the final week of the regular season. There will be no waiver moves during the playoffs. Waiver moves will resume at a point during the offseason determined by the commish and following 3 days notice by the commish.
A player may be bought out of their contract by paying the player 50% of their entire contract all at once. So if Joey Goodspeed is on your roster for $3/4yrs then his total contract is $12. You could drop him immediately if you were willing to pay a $6 hit against your salary cap for the remainder of the current season.
A player may be bought out at any time during the year. However, if you wish to only pay the cap hit during the current year the player must be bought out before Sept 1st. Any buy-outs made after that date will be paid the following season.
Trades must be posted and accepted by both parties in the transaction section of the board. Trade review will be by the commish. Trades will be processed weekly with all of the other transactions.
Minor league draft picks may be traded one year in advance. For instance, once we start the 2009 minors draft 2010 picks may begin to be traded. 2011 picks may not be traded until the 2010 minors draft starts.

DISABLED LIST REPLACEMENTS (DLR)
Any team that has a player on the real life disabled list may bid on a replacement from the free agent pool. Once that player is won instead of declaring a number of contract years the owner would declare the player a DLR. The player's salary would count against the team's salary cap. The player can be dropped at any time simply by posting in the DLR section of the transactions board with no penalty and the salary would no longer count against that team's salary cap. DLR players are not eligible to be re-signed at the end of the season...they are strictly temporary players.
MINOR LEAGUE ELIGIBILITY
Players are considered Minor League eligible if they have less than 300 at bats at the major league level (hitters), less than 130 innings pitched and 50 appearances at the major league level (pitchers).

MINOR LEAGUE CALL-UPS / SEND-DOWNS
You may call up and send down a minor leaguer as many times as you wish while they are under the minor limits. When the player crosses the eligibility limit they may stay in the minors if they are already there. If they are on your major league roster then they have to stay there. The player's minor league contract transfers to the major league team and must fit under your salary cap in order for you to call him up.
