Curious about a dynasty start-up

I joined a 1st year dynasty league set to draft on Thursday. However, there are concerns over stats and eligibility requirements. Some of the league members are Cafe members, too, I think. Either way...here's my question.

The setting is 150 AB or 50 IP limit for a guy to be considered a minor leaguer. This league has decided NOT to allow anyone who falls under that threshold to be available in the major league draft...i.e. guys like Price, Weiters, etc can only be drafted in the minor league draft. I think any player in the player database at Yahoo should be available, after all this is a dynasty league.

Any thoughts on how 1st year leagues should start? A suggestion I agreed with was having all 40 rounds (25 major / 15 minor) go consecutively and not to differentiate between the two. Then the owner of the team must make sure he's filling the roster requirements

I would say that anyone with Major League experience should be eligible for the regular draft. In other words, David Price would be, but not Wieters. Wieters will probably start the season in the minors anyway. 130 ABs and 50IP is what defines a rookie, not a minor leaguer in real baseball, but in terms of fantasy, to each his own.
