Resolution for Jorge Soler: After some thought, he will not be eligible to be drafted in the minor league drafted (the previous rule was a bit ambigous). This will be moot anyways because he is not expected to sign for 3 - 4 weeks the MiLB draft should be over by then (hopefully). I agree with RBV that clarification is needed for the rule. So, starting now, the rule reads as follows:
Eligibility *As mentioned in the MLB eligibility section, those available in the MiLB Draft must be below the 50/130 plateau. If a player has reached this mark prior to the MiLB Draft commencing, they will not be eligible. For an international player to be selected, they must meet the following criteria:
-They have officially signed with an MLB team and fall below the 50/130 plateau. If a prospect has not officially signed with an MLB club before the start of the Cold Stove MiLB draft ("officially" defined as a press release by the signing team), they will not be eligible for the MiLB draft in the year they are signed. They will be eligible to be picked up off waivers once the season commences.

Nice move Smoove - didn't even realise he was a "rookie".
He technically is no longer a rookie, but I suppose he is according to our definition. MLB defines a pitching prospect as not pitching more than 50IP or making more than 30 relief appearances. Guerra fails the latter, but I don't believe that is contained in our rules.
