Well 3rd world countries aren't well known for really secure prisons. And I dont want these guys close to their old buddies who can help them escape

Because I don't think you really understood what it was saying. I also think you mistook "third" for "third-world," but that isn't really important.

Kinda of on topic, but off of the currant topic.

I believe the justice system tries to arrest these small time pot users more for the money, and rehabilitation more than anything else. If they can slide someone through the court system, take their money (court costs), and sentence them to see some shrink or to rehab, then they see it as a positive for their pockets.
