I like where your head is at... but no I probably wouldn't play in a league with that scoring format. I will add however, that I don't typically play in 5x5 leagues either (though I did join one last year). I don't think 5x5 leagues look at enough of what pitchers and hitters do, that's why I typically play in leagues with more stat categories such as BB's, K's, Fielding %, Innings pitched, HR's allowed, Holds, etc. Like I said, I do like where your head is at, but I just couldn't see myself in a league with this format. Good thought provoking post though!
I like some of the categories in there, and understand what you're trying to do, but I will never play in a league that includes either IP or Plate Appearances. Even if the league setup discourages streaming/churning/whatever you want to call it, with those two categories, it will still happen to some degree.

x2. I've played in a league with IP and it was an absolute nightmare.
For money, I would never do it. If I'm going to throw some money in and really try my best, then I am going to do something I'm familiar with. I might try a free league like that for fun, but even so, probably more frustration than it's worth.
Maybe, Maybe Not. Setting is important but the people you play against is more important.
Everyone has there groups of people they play against and that you like playing against and it's alright to settle for some weird settings for the chance to play against them.
I'm not going to tell you if you should play in this league or not for that's not me for I believe you should deside what you should do yourself and I believe the best I can do for you is to tell you what I think important or not and give you an idea of how you should think about it. Even if you agree with or reject what I have to say.
But in this case I think it should be deside on how much you want to play againts those people that is in this league.
I'd probably play in a league with that scoring format (I like the offensive scoring more than the pitching).
BUT - I'd never play in a league with that position format. IMHO: I never got the two catcher thing, CI/MI is outdated, and nine pitchers is too many. Again, my opinion.
