Happy Birthday Jason! No way I give the money back in this situation.
If I actually saw someone drop money...like if I was walking by the person dropping money...then I would give it back to them. But if I just happen upon some money then it's an early birthday present for sure!!!
like others have mentioned, i would just be concerned if you did report it, the money would sit stagnant for a while and then end up in the wrong hands. if i did feel the need to return it, i would handle the return process myself. possibly hang up a flier or ask the management to call me if someone reports "something" missing.

Wouldn't you feel bad that someone is missing this money? Also, what would you do if someone actually found you and asked if you had it? Keep it?

But the money does belong to her, she bought it.

She bought crackers with the intention of buying crackers. I don't know that you could say she "bought" the money. That would be an interesting legal question, but in the end I'd say she wouldn't have grounds to keep it based on a "buying it" argument.
id really like to hear from someone with a legal background about the legality behind finders, keepers? if i lose something and prove that its mine, do i automatically get it back? what if X amount of time passes, etc...?

Mookie could help us but he's only familiar with that bizarre Canadian law. He could tell you the exact course of action if a snowmobile crashed through your igloo, however.
