What do i do?? with these minors

hey guys this is a fantasy question but it is about minor league players. i'm in an 18 team dynasty h2h with 30 man rosters and 25 man minor league rosters. I currently have 27 players and am not sure what to do. My team isn't ready to compete yet and once i call up minor league players i can have them for 5 years. I have Jay Bruce and Kershaw in my minors but figure they are still developing and i would love to keep them in my minors for another year so that they will be around once my team is ready for a dynasty run. So i could cut 2 guys or call 2 guys up or call 1 up and cut 1. Here is my team

I would drop 2 young pitchers since it is anyone's guess how they would develop.
I'd pick 2 out of: Hunt, Perez, Montgomery, Martin, Melville.

Galloway and Perez would be the two I'd probably drop first. With that said I'm sure both Kershaw and Bruce would be a nice help to your big club as soon as this year, especially in an 18 team league.
