You seem to be missing an important piece of this plan. The brilliance of this bonus is that it ties their success directly to the outcome of the people to whom they lent money. The managers only come out ahead if the people pay their mortgages, in which case it was a fine loan to give out (i.e. - not the kind of loan that wrecked the credit system).
