If there wasn't an IP and L column, I would go Peavy. As it stands, Peavy is always at risk for elbow problems. He seems to have 2-3 MRIs a year on his throwing elbow (although it usually turns out fine). CC may have been overworked the past few years, but nothing has indicated he is going to go down with an injury. The W/L difference of being in New York against San Diego is huge at this point, and I would say you could see anywhere from a 20-50 IP boost. Go with CC in your league unless Peavy is traded to a contender.
