I think you have to keep Pena over any of the three SP's you're considering.

Of the 3 SP's, I'm highest on Cueto but it's hard to say if he'll sort it out this year as he was more predictable as the year had gone on with the backdoor slider, which led to walks and if he needed to make a pitch, it was a homerun. I'm not particularly high on Wainwright myself just for the satisfactory K rate while I think Verlander was pitching with fatigue for much of last season. I'd go with the highest upside choice in either Cueto or Verlander.
