12 Keeper in a 18 team league Help please

Ok Here is the league setup There are 16 teams H2H. Cateogries are Hr,RBI,R,SB,K, AVG, OPS and W, Sv, HLD, K, HR, Whip, ERA. We have a 25 team roster with the following startign positions. C,1b,2b,ss,3b,of,of,of,util, SP, SP, SP, Rp, RP, RP, P , P. We can't make any trades before declaring keepers, but we can promote minor leaguers. Here is my lineup to choose from.
We can keep 12 Keepers majors and 4 Keepers minors

So my plan was to promote Cueto, and Gio declare them as keepers for the majors and my minor leaguers would be set. Then it would leave me one more keeper to choose from. My needs to me are a power OF and SP(RP usually available during the draft). I have the 3rd pick in a snake draft. The more i think now though and am thinking maybe dropw wade or mills and instead keep another major.(maybe ziegler cruz or sanchez?)

I'd promote Cueto and drop Mills. That leaves your minors at 4. Now, you need 2 more major league keepers since Cueto makes #10. Cruz is a definite.....I think I'd make Matsui #12.

Keep Sanchez over Matsui. He reduced his HR/9 levels to a respectable level and is a great K option. Plus he's young. Matsui is old.

i'd drop mills, and promote cueto. I'd probably keep cruz in a normal 5x5 but your pitching keepers are pretty suspect and the K category hurts cruz's value so i might go with sanchez instead in this case.

My recommendation

Absouletly keep Sanchez. Could be the Danks of 2009. A sleeper with big upside.

Promote Cueto, Drop Mills, leave Gio in the minors for now.

You have one more spot to fill. Its between Ziegler and Cruz.

I say take the risk and go with Cruz. He is 28, and has the quad A tag, but he did hit .330 and 7 Hrs in 115AB in his 2008 call up. As you said you could use an outfielder. I've seen projections all over the lot on this guy , with the upside being .280 and30 Hrs. He could just as easily fail and end up in the minors.

Ziegler is safer. He could close or be the setup man. Since your league is 6x6, you'll score points either way.
