If you have 10 teams or fewer, I would keep all 7 hitters, Santana, Felix and whoever you like out of Liriano, Shields and Volquez.
If you have more than 10 teams, I would wager that starting pitching gets pretty thin with all those SP slots. In that case, I would toss back Rios and keep four starters.
If you can trade in the offseason, try to move K-Rod. I would never keep a closer if you have other good options, but he should land a high draft pick or maybe could be paired with Rios for an upgrade.

That's an absurd team. I'd keep all your hitters plus Santana, Shields, and Felix. WRT to your specific questions:
I think Felix has another good, but not dominant year...but he's still just so young you have to keep him.
Shields should be very good again - his sick K/BB is a nice peripheral.
Alexei I have no idea about. Tough to project a guy coming out of Cuba - I wouldn't think it was ridiculous if you kept K-Rod over him.
I don't think Rios' numbers bounce all the way back, particularly R's and RBI's on that team, but he should be close to 20/20, and deserves to be one of your keepers.

Its between Rios and F. Hernandez for the last keeper spot. I lean Rios as I have you already keeping 3 pitchers.

In 08' post TJ velocity was down 4MPH. After a offseason of rest, he could get some of that back. TJ recovery rate is good especially with a young SP like this. He could become dominant again.
