If you look at Volquez whip, it was pretty high. His expected era should have been higher. I think he has a hard time repeating those numbers.
Hart
Volquez is a 25 year old SP who had just over 200K's and a sub 3.00 ERA. More than likely his ERA will go up but I don't see it jumping above 4. He has always been a quality prospect but his major flaw was control issues. As he gets more time his control should improve and his WHIP will come down. Just because a guy has a high WHIP, it doesn't mean that his ERA will go up the next season. He could improve his WHIP and keep his ERA down in the low 3's.
I don't see Hart ever matching his 2007 numbers again. He will probably go 20/20 which is nice but with a .270 BA and with 27 BB to 109 K's and a OBP of .299 he will consistently give you numbers of a 3rd OF. Which is fine but when you are looking to keep someone you should take the guy who is going to give you the best production. I will take the SP who with 17 wins and 200K's with a sub 3 ERA over a 3rd Tier OFer.

Volquez era was 3.21. You said above he could EASILY improve his totals. He had 17 wins. But he was lucky.
He was 8th in NL in run support per 9 at 5.56. Cueto by contrast had 4.19.
Volquez era based on his numbers should have been 3.65, not bad.
Given those 2 things, i don't see how he improves his wins or era. Not saying he's a bad sp, but until he stops walking 90+, he might not be as lucky next year.
