If a player was eligible for a position this year, will they be next year automatically?

For Example say Mig Cabrera, next year will he be eligible for 3b right away or only if he gets the games (I assume he will be listed as a 1b and will automatically be eligible there

Each league has different requirements, you just need to look.

Most are 10/5, 20/10 or 10/10... With the first number being games played last year and the second number being games played the current year....

Here is a great games played list for players with multi for 20 game leagues..

So Miggy is only going to have 1 position in 20 game leagues, and both in a 10 game league.

You mentioned Yahoo in your title so here you go, directly from Yahoo:

"Batters need either 5 Games Started or 10 Games Played at a position to gain eligibility. Pitchers need 3 Starts to gain SP eligibility, 5 Relief Appearances to gain RP eligibility."

So, in the case of MCab, he had 14 games started at 3B this year so he will still have 3B eligibility going into the 2009 season.
