well personally, about 5 % of the sigs i make i end up using on the cafe so generally i dont. but if i do plan on using it or someone else does, after i lower the quality, i might go back in and delete some unused layers. i find myself changing directions a lot while making a sig and sometimes leave some of my old work underneath some of the newer stuff and its unnecessary.

Do invisible layers count when saving as a png or jpg? What about layers that are visible, but are obscured entirely by another layer? My Davis sig has 35 layers, 10 of which are visible.

No, the only thing that matters is the information that you can see. Layers only affect the PSD size. As a general rule of thumb, the more information(detail, colors, etc), the higher the size. Also the dimensions of the sig matter, since it takes more information as a 400 px sig than a 390 px sig.

if you really think only 10 are visible, delete the other 25 and see if the quality is better.
