According to ESPN:

News: Young will likely miss his scheduled start Saturday because of a forearm strain that could return him to the disabled list, the San Diego Union-Tribune reports.

Spin: Young suffered the strain about 10 pitches before the end of his outing Sunday against the Rockies. He's also battling a sinus infection and an inner-ear infection, two expected after-effects of his June 30 surgery to repair facial fractures and a deviated septum. Team physicians have told Young the strain won't heal for 10 days, so it would be no surprise to see him return to the DL.

why would you want him back ?! he has nearly a 5.00 ERA and a 1.5 whip..he has been ineffective all year and not only is he struggling w/forearm issues but his freakin' face has been fractured and has complications..that coupled w/the fact that the padres have no incentive to pitch him in september..dump him

I've read speculation he may just be shut down for the season. No hard news from the team indicating that at this point, but some of the ESPN people are speculating that could happen.

i say yeah he's worth a spot if you have DL spots and play in a 12-team league or deeper. He sure has more upside than other options you'll find on the waiver wire.
