2nd in the nl in runs scored, 1st in home runs, 2nd in slugging... im not sure what you mean by not great all year.
that being said, the phillies offense is very inconsistent. they arent a team that is going to manufacture runs. every power hitter seems to be streaky and when your team is reliant on 4 or 5 of them like the phillies are, you go through hot and cold stretches.
Its not the offense that is bad but the main problem they have is that they are very inconsistant. They have been shut out 4 times at home and that just shouldnt happen They put up 7 runs one night 2 the next 2 nights
Inconsistency is the key word. The Phils stink at manufacturing runs. The table setting has been sub-par with Rollins having a rough year and Victorino not using his tools to the best of his ability. Really they just rely on the power hitters to get it done which will cause a lot of inconsistency and frustrating ballgames.

I think I like this idea. Burrell has hit a lot better than Howard this year , and doing this would split up Howard and Utley, making managing much more difficult (right now, managers just bring in a lefty from rollins through howard, and then switch it up and go to the righty).

i have a huge problem with that. burrell had 1 great month and howard had one terrible month.
we've always yearned for a big right handed hitter to hit in between utley and howard, but burrell has never been that guy. he's been pretty good this year and at times the phils do hit utley 2, burrell 3, and howard 4.

Fair enough. Phillies have a really tough situation with their batting order, becuase after Burrell, the bottom 4 is pretty much a black hole. So you either screw Howard over and give him no protection, or you screw Burrell over.....
