I actually don't think this makes any sense for the Rockies at all. Why would they want to pay a terrible pitcher like Livan Hernandez for the rest of the season?

Cause we play the Dbacks 9 times still before the end of the season. If we can take 7 of 9 we have a chance at the division

Don't be ridiculous. They are 11 games under .500 and 7.5 games back of the D-Backs and 5.5 back of the Dodgers. Unless they go on some kind of fluke run again, they have no chance.
And I think you're missing the most important part of all of this. Livan Hernandez sucks.

He was 10-8 or something. And thats in a good division. It doesn't matter how many under 500 they are 7.5 is doable they still play the dbacks and dodgers a bunch. Neither of those teams are any good

But both of them are much better than the Rockies.
And you're citing his W-L record as a reason that he's useful?

If the D'backs could hit, or if the Dodgers could get their head out of their rectum, they could/should both be cantering away with that division.
They just haven't yet to the extent that they should.
