No, its a vanilla 5x5 one year league.

I sent out a message to the league calling for some explenation, the guy getting the good end of the deal said he just sent the offer as a starter and didn't expect it to be accepted. He said he would not argue with a veto.

Sounds like a guy who has already given up on the season, accepting via apathy or thinking he's going to, "shake things up" for the rest of the league. I would veto the deal and ask the guy in last that if he wants to sink his ship, that's his business, but don't mess up the rest of the league by accepting any offers.
