Based on this I'd say yes.
The Denver Post reports that Jeff Baker "is firmly entrenched as the Rockies' starting second baseman."
Baker is 14-for-27 (.529) over the past seven games and manager Clint Hurdle said Wednesday that he's shown improvement defensively. "Baker has put his foot down and shown a good feel for that position," Hurdle said.

Thanks for your reply. At this point of the season do you think its worth it to drop Votto for him? Votto has really turned out to be a bit disappointing and I dont really see any signs that he`s about to go on a tear.

He's everyday at this point yes. Good power for his position too. As for dropping Votto depends entirely on your needs... And If its a keeper I'd def keep Votto! Peace.

Its a keeper league---but Votto`s salary is WAY too high to keep---so I wouldnt be holding on to him. (EG> I got Morneau at less than half Votto`s current salary). Votto was a mid-season FA pick-up---so there was a bidding war on him.
