Best 'Holds' pitchers???

I'm in a yahoo roto league that counts holds. Who are the best holds pitchers??

The Jury has a nice list of the best qualitative middle relievers. But if you're counting holds, the best might not have the most holds, just as the best closers don't always get the most saves. To get a hold or a save, it needs to be a close game. So you might target teams with good offenses and poor pitching, like the Reds and Rangers, or good pitching and an average offense, such as the D-backs and A's, as long as the reliever has the ability to hold many leads.

Last year's hold leaders (which should probably stay the same for pitchers whose "situation" has not changed, but may not be as valid for pitchers who have switched teams or roles):

JC Romero - 33
Paul Quantrill - 32
Octavio Dotel - 31
Mike Remlinger - 30
Todd Jones - 29

Arthur Rhodes was 10th with 25, but had a great ERA and WHIP, so he's definitely in the top 5 middle relievers.
