Question for the technology gurus

I want to get a device that will allow me to convert my VHS tapes to the computer so I can make some highlight videos.

I am not very technologically savvy, so please limit the technical jargon and speak very simply!!! What device do I need to buy to put my footage from the VHS on the computer, and how does this device work? (does it plug into the VCR?)
