well, I'm not sure about Burnett, but I'd say Cain and Harang are VERY safe bets, and Oswalt is a strong possibility.
The only thing about Harang is that his velocity is down slightly from previous years and his LD% is up. The rest of his numbers look pretty close to the other years but he has a ton of mileage on his arm the last 3 years.

The only three guys I have any complaints about this year have been
Manny Corpas - who I cut before it got too bad Adrian Beltre - Who will be gone shortly after a trade for M-Cab Chris Young - it wouldn't be so bad because I knew what I was getting, but with Hamilton and McLouth panning out I have nowhere to play him and I can't just up and cut him in a keeper league. So he plays twice a month and goes a solid 0-8 for me.
Beltre's on pace for 30+ HR, and is a second half player. His average will rise. I'm very pleased in the production he's offered my team for the late round pick I used on him.
I have one team that's like straight cancer... Hafner, Lugo, Sheff, Hermida, Delmon, Francoeur, Harang, Weaver, and Burnett. And Johjima and Rich Hill also spent some time on the team. Just absolutely dreadful. It's amazing I'm mid-pack and not dead last.

For some reason I forgot about him, he's been terrible

What made you target him?
I thought he would develop into a solid 5 cat contributor.
Regarding Hafner, personally I still haven't dropped him... he kind of reminds of Thome from a few years ago when he sucked and had that injury plagued season. Everyone was ready to stick a fork in him too.

Without a doubt, Weeks. Minus a couple 2-3 game tears, he's been awful. I knew he wouldn't hit .300 but .208?? Cmon. Today is the day to finally say goodbye.
