Not that it's a sucker line, but it's low for a reason. It's not like it always hits, just like ridiculously high O/U's like the 12's you'll see don't always go over. Just in my gambling experience, the super low Unders and super high Overs tend to hit more frequently than not. This is most often the case in the NBA, but it holds for the MLB as well; again, in my experience.
