I put the players (Hamels/Kazmir/Zambrano/Gonzalez) back on the guys team and then I locked his team. Should I post a message to the whole league explaining this? Or should I talk to the manager of this team one on one? What should I do next?
I would inquire to both owners one on one and see what they have to say first and foremost. As commish, I would want to determine the sequence of events, who offered this trade to whom would be the bottom line. My first guess was that it is the same person owning both teams, but I've been surprised before, sometimes you just have a reckless owner on your hands. If that is not the case and you know it, then the owner dropping these players and clearly letting him/herself get swindled, owes an explanation for these actions either to you as commish, or the rest of the league. I would expect nothing less. I'd also keep a block on both teams ability to trade and make add drops until you hear from them again and determine what they were thinking, how this went down, etc.
I wouldnt say anything to the rest of the league until you've heard back from these two owners, assuming you do pretty quickly.

Thanks for the help. I sent an email to the owner who dropped Hamels and others and I'll send an email to the other owner to try and get to the bottom of this.

The teams, after this week, are now in 4th and 7th places. The team getting Hanley/Beltran/Suzuki/Webb is the team in 7th place and the team getting the "garbage" players is the team in 4th place. This is why I don't understand what is going on. I emailed both teams and one replied. The team in 7th place said he was the one who offered the trades. He also said that he thinks the other guy dropped the "undroppable" players because he doesn't want to play in this league anymore.
I still haven't been able to get to the bottom of this. Should I unlock the guys team who dropped the elite players? Also, because he dropped those players, he has two P, one SP slot and his 1B slot empty, should I edit his roster to active those players? I think he has given up on his team for this year.

He's given up; leave his team locked for the rest of the season.
There's no real reason to keep his roster up to date; it will fall off eventually once people get injured. So he gets last; big deal. As long as he isn't affecting any of the other teams, it's fine.

I agree with not keeping his roster up to date daily, but I think it's kind of unfair for the league for his team to have four empty spots with no players in them.

Really, you just don't want to get into roster upkeep. Then you're going to have a whole problem of, "What do I do the week he plays me" along with, "Should I keep his starters active" and, "Player A got injured; what to do". The best thing to do, honestly, is to just bench all of his guys and make him a complete zero for the rest of the season.
